The designers presumably felt the people of Beijing would applaud such a gimcrack as most would find a humpy little rockery easier on the eye than a public "rest facility". Not to mention the wonder with which visitors to the Olympics would gaze upon the utter Chinese domination of technology. In their lust for all things modern, however, they seem to have overlooked the potential for catastrophe, especially when old people start getting concertina-d into the earth while at stool, and a place awaits for all eternity on whatever passes for Chinese People Do The Craziest Things.
